On 1 January 2026, violence in Ballari over a banner left Congress worker Rajashekar Reddy dead and turned into a BJP-Congress row. She went to CAT, which first ordered no coercive action, then dismissed her case; the High Court upheld that.
- Up against
- State government after the Ballari violence, Congress Government: Siddaramaiah (Congress), Karnataka.
- Reported reason
- IE quoted an unnamed senior police officer: 'It looks more like a political decision, just like how the IPS officers were suspended after the Bengaluru stampede'.
- The officer said
- Before CAT and HC she argued the transfer broke the two-year minimum tenure under the IPS Cadre Rules and s.20F of the Karnataka Police Act.
- The other side said
- Home Minister G Parameshwara: 'Yes, she has been transferred. Why should we give any explanation? We have transferred. You can interpret according to your wish. The chief minister has transferred as he oversees the DPAR.' (IE). In court the state said an IG-rank officer was needed in Ballari (see primary_documents).
- Outcome
- Transfer upheld by CAT (13 Feb 2026) and the Karnataka High Court (24 Apr 2026). Dr P S Harsha (IG) posted to Ballari.
- What became of the matter
- Transfer upheld. CAT held that she held a downgraded, non-cadre post and so had no tenure protection; the High Court agreed and dismissed her petition. The Ballari violence case went to the CID (IE). indiankanoon.org

Judgment Vartika Katiyar v. State of Karnataka, Karnataka High Court, WP 6209/2026 c/w WP 8187/2026, Apr 2026
the transfer of the petitioner was necessitated by compelling administrative exigencies, in view of sensitive law and order situation that arose in Ballari on 01.01.2026, which required a Senior Officer of the rank of Inspector General of Police at Ballari.
Judgment Same, para 12, Apr 2026
the transfer is approved by the Chief Minister. When the records would indicate that the State posted a Cadre Officer in the administrative exigency, this Court would not sit as an Appellate Authority.
