The numbers

How often an IAS posting ends within a year
Share of completed postings, by the year they ended. Every IAS officer in the Department of Personnel's records, 1985–2025.
Median posting in 2025: 15.4 months. The Supreme Court asked for a two-year minimum tenure in October 2013 (T.S.R. Subramanian v. Union of India).
How long a district collector lasts, by state
Collectors, district magistrates and deputy commissioners whose posting ended between 2016 and 2025. Shortest first.
Only cadres with at least 40 completed postings. AGMUT covers Delhi, Goa, Arunachal Pradesh, Mizoram and the union territories.
Moves per officer, per year

Promotions in the same office are not counted as moves. Recent years undercount: officers' records reach the Department of Personnel late.

Officers left waiting for a posting
Postings recorded as “awaiting posting” or “compulsory wait”, by the year they began: the officer is moved out and given no job.
Most transferred, all services
Career transfer counts from press reports and records. Every count links to its source on the officer's page.
From government to company: how long they waited
Time between leaving the last government post and joining a company board or job, for the officials on our revolving-door list.
Officials with no exact exit or joining date are left out of the interval chart. This describes timing only; it is not a finding of wrongdoing.

Where the numbers come from

The IAS figures are computed from the executive record sheets on the Department of Personnel and Training's SUPREMO directory, as collected by the india-ias-officers project (snapshot of 2026-09-07, Open Database License). A move is a posting to a different office; a promotion in the same office is not. About two in five rows in the records are blank placeholders ("N.A. Not Available"); they are left out.

Tenure counts only postings that have ended, so officers still in a post do not shorten recent years. Records reach the Department late, so the last two or three years are incomplete. Other services (IPS, IFS, state services) have no public record like this; their figures here come only from our own research.
