Summary

Shot in 2009 after reporting a welfare-fund scam in Muzaffarnagar. As a state officer he says he was charge-sheeted, suspended and sent to a psychiatric ward. As an IAS officer he was removed from his first sub-division within 36 hours, kept a year without work, and moved again after a clash with a BJP block chief. He alleges sidelining; the state says his conduct is the problem.

Born in Aligarh in 1982; his father runs a flour mill. BTech in metallurgy from NIT Jamshedpur (2002). Joined UP state service in 2004 and became District Social Welfare Officer, Muzaffarnagar, in late 2008. He says he found scholarship, fee-reimbursement and pension money being drawn through fake bank accounts in the office's name, a scam he puts at over Rs 100 crore, and reported it. On 26 March 2009, while he was playing badminton near his house, two attackers shot him; reports say six to eight bullets. He lost sight in one eye, partly lost hearing in one ear, and his jaw was shattered; he spent about a month in hospital in Meerut. Police charged eight people, including a welfare department accountant and a Samajwadi Party politician. In February 2021 a Muzaffarnagar court jailed four, including the accountant, for 10 years and acquitted four, including the politician, for lack of evidence. Rahee said he was not satisfied with the acquittals. In August 2012 the department filed an FIR against 12 people, including a former district social welfare officer and three bank managers, over 30 fake accounts and about Rs 45 crore. He cleared the UPSC civil services exam in 2021 (rank 683) under the disability quota, aged 40.

On the record

It is a gift for my honesty that even after sustaining seven bullet wounds, I am alive and in front of you.

    SDM, Jalaun tehsilSDM (Judicial), Orai

On 23 June he inspected Betwa cold storage, which Outlook reports Niranjan owns. Niranjan says Rahee tried to slap him and pushed him, and gave the DM CCTV footage; a five-member inquiry was set up. Revenue staff, a tehsildar, teachers and the lekhpal union had also complained about his behaviour. A week later he was moved to a judicial post. A month earlier BJP MLA Gauri Shankar Verma had publicly objected to his style of working.

    Up against
Ram Raja Singh Niranjan, BJP block pramukh, Jalaun; cold-storage owner, BJP Government: Yogi Adityanath (BJP), Uttar Pradesh.
    Reported reason
PTI: the order 'does not specify any reason'. Officials called it routine (ThePrint).
    The officer said
Denied the allegations as false (IE). In a 15 Jul letter he alleged the DM, with MLA Verma present, told him to take no action on illegal land occupation in the tehsil; that an encroachment inquiry naming minister Swatantra Dev Singh was obstructed; and that he was moved before the inquiry reported. He asked for half pay, since the judicial post was four hours' work a day, or a cadre transfer (Outlook). He told the inquiry officer he had been threatened and offered inducements (Amar Ujala).
    The other side said
Niranjan: "The transfer is not a solution. After the inquiry, legal action should be taken and a First Information Report should also be registered against the SDM." (ThePrint). The DM and the government have not answered his allegations in any report found.
    Outcome
Moved to a judicial post; inquiry continued.
    What became of the matter
Ongoing. On 5 Aug the DM reported against him, and on 20 Aug the state issued a show-cause notice (reply in 15 days) over the cold-storage complaint, a sit-in with furniture over office space on 27 Jun, a municipal inspection, complaints from staff and lawyers, and posting confidential letters on social media. He called it a 'love letter' and noted the DM met the CM on 4 Aug, a day before the report. On 25 Sep the Governor's secretariat told the DGP to ensure security for him and his family after he said Orai police had refused his complaint. Outcome of the notice not found.
