Summary
Mohammed Shayin, a 2002-batch Haryana IAS officer, was named in 2013 among India's most frequently transferred officers (23 transfers in 11 years by 2015). The best-documented episode is his April 2015 removal as Chandigarh Deputy Commissioner four months early. He said it followed his complaint against the UT Agriculture Secretary; the Adviser cited 'pressing circumstances' and issues raised in the media, which included a vigilance finding against him over his former PA's appointment. No reasons for his other transfers were found.
NIE (2015, citing ER data): 23 transfers in 11 years. TOI (2013) named him and Khemka India's most frequently transferred officers, averaging more than one transfer every six months.
This count comes from analyses of service records, not from a reported dispute. Few of these moves have a published reason, and a high count is not evidence that the officer was punished.

Deputy Commissioner, ChandigarhRepatriated to Haryana
UT Administrator Kaptan Singh Solanki repatriated him four months before his deputation ended, without waiting for a replacement, after discussing it with Haryana CM Manohar Lal Khattar. Shayin had written to the UT Adviser alleging that Agriculture Secretary K. Narasimha interfered with the agricultural marketing board and improperly renewed traders' licences in the Sector 26 mandi. At the same time he faced several complaints: a vigilance inquiry found the appointment of his former PA as market committee secretary 'against the rules', a PCS officer alleged mental harassment, and a BJP councillor filed a defamation complaint.
- Up against
- K. Narasimha; Vijay Kumar Dev, UT Agriculture Secretary (IAS, AGMUT); Adviser to the UT Administrator, Chandigarh Administration Government: BJP-led NDA at the Centre (UT run by MHA); BJP in Haryana (Khattar).
- Reported reason
- Shayin called the letter about Narasimha the 'immediate reason'. HT reported Dev had been 'at loggerheads' with him, especially after leaked reports of a ₹2-crore renovation at the Adviser's residence. IE, citing sources, called it 'the culmination of a series of complaints'.
- The officer said
- 'This (removal) is happening at whims and fancies of a set of officers. Even the Union ministry of home affairs has not been taken into confidence.' He alleged 'vendetta' and 'inter-cadre discrimination against Haryana officers'.
- The other side said
- Adviser Vijay Dev: 'The administration had some pressing circumstances. All kinds of issues pertaining to the former deputy commissioner were being raised in the media. The government took stock of the entire situation and found it appropriate, in public interest, to repatriate Shayin.'
- Outcome
- Repatriated; a Haryana panel was sought for a replacement.
- What became of the matter
- Unknown. The outcome of his complaints about Narasimha, and of the complaints against him (PA appointment, harassment allegation, defamation case), was not found.
