Summary
Durga Shakti Nagpal is known for one episode rather than a long transfer record. In July 2013, as SDM in Greater Noida, she led a crackdown on illegal sand mining and was then suspended by the Akhilesh Yadav government, which said she had a mosque wall demolished without due process and risked communal tension. The district magistrate reported that villagers removed the wall themselves, and SP leader Narendra Bhati was filmed claiming he got her suspended within 41 minutes, a claim he later called a concocted version. The suspension was revoked after two months; no later transfer of hers has been linked to a clash in the sources found.
On the record
Within 41 minutes, the order came from Lucknow and she was suspended.
When we don't take any decision, you (the media) complain of our indecision and if we take, you say it is a harsh decision.
She deserves harsher punishment.
The moves, and what came of them
Oldest first. Each fold is marked by how well the record holds it.

Sub-Divisional Magistrate (Sadar), Gautam Buddh NagarSuspended; attached to the Board of Revenue, Lucknow
After complaints about dredging in the Yamuna and Hindon reached the CM's office, Nagpal led a crackdown on illegal sand mining in Greater Noida, seizing trucks and lodging about two dozen FIRs (The Hindu, TOI). She was suspended in an order issued in the early hours of 28 July, a day after a wall of an under-construction mosque in Kadalpur village was pulled down. A month earlier she had lodged an FIR against a close aide of Samajwadi Party leader Narendra Bhati in a sand-mining case (TOI).
- Up against
- Narendra Bhati, Samajwadi Party leader in Gautam Buddh Nagar; chairman of UP Agro with minister status, Samajwadi Party Government: Samajwadi Party (Akhilesh Yadav, CM).
- Reported reason
- In a video reported by TOI and India Today, Bhati told a rally: 'I spoke to Mulayam Singh Yadav and Akhilesh Yadav at 10.30am and at 11.11am the suspension order arrived... Within 41 minutes, the order came from Lucknow and she was suspended.' TOI also cited unnamed government sources alleging that an SP Lok Sabha aspirant controlled much of the district's sand mining and had repeatedly tried to have her moved. The Hindu reported allegations that a ruling-party leader 'having links with the sand mafia' was behind it.
- The officer said
- In her 16 August reply to the chargesheet she said she was innocent and had acted within the service rules and Supreme Court directions (per Wikipedia summary; no direct quote found). She did not speak to the media.
- The other side said
- The government said she ordered the removal of the mosque wall 'without following the legal procedure, which threatened to disturb communal peace'. CM Akhilesh Yadav called it an administrative step to prevent communal tension, saying it had no connection to sand mining. Bhati said the order was the state government's and that the wall demolition, not mining, was the cause; he denied links to the mining mafia and later called the video 'a concocted version'. SP leader Naresh Agarwal: 'She deserves harsher punishment.'
- Outcome
- The Gautam Buddh Nagar DM's report said villagers took the wall down themselves, no JCB was used and there was no communal tension (TOI, India Today). Chargesheet issued 4 Aug; Nagpal replied 16 Aug; the High Court dismissed a PIL on 19 Aug saying a suspension cannot be the subject of a PIL; the DM who backed her, Kumar Ravikant Singh, was moved on 28 Aug. After she met the CM on 21 Sep, the suspension was revoked on 22 Sep 2013; The Asian Age, citing an unnamed source, said she was warned and 'advised' to consult seniors on sensitive issues.
- What became of the matter
- Drive stalled locally; national tribunal stepped in. Three days before her suspension, on 25 July, mining officer Ashish Kumar, who assisted her drive, was transferred to Bulandshahr, leaving the district with no mining officer (TOI). After the suspension, TOI reported sand extraction in 'full swing' at night: 'The mafia is back with a vengeance,' a villager said; police still seized 26 vehicles and filed 15 FIRs in one day. On 5 Aug 2013 the National Green Tribunal (Justice Swatanter Kumar's bench) restrained riverbed sand mining anywhere in India without environmental clearance and a licence. On 14 Aug the UP government admitted to the NGT that illegal mining was still continuing and that no permission had been given in Noida. Report Report of the Gautam Buddh Nagar District Magistrate (Kumar Ravikant Singh) to the UP government on the Kadalpur wall, as reported by TOI, Jul 2013
Villagers dismantled the structure of their own volition; "No JCB or other heavy machinery was ever pressed into service." (as quoted/paraphrased by TOI; the report itself was not published)
In the meantime, we restrain any person, company, authority to carry out any mining activity or removal of sand, from river beds anywhere in the country without obtaining Environmental Clearance from MoEF/SEIAA and license from the competent authorities.
